International Conference on Energy Efficiency in Turkmenistan

Ashgabat, 3-4 May 2017: United Nations Development Programme (UNDP), Global Environment Facility (GEF) and the Government of Turkmenistan held an international conference on the topic “Improving energy efficiency in residential building sector of Turkmenistan” took place on the occasion of completing the project in the field of energy efficiency in Turkmenistan. National partner of the project state concern “Turkmengaz”.

The conference took place with participation of 75 representatives of international and national organizations, experts, partners, donors from seven countries of Central Asia, Europe and North America.

“UNDP is n important partner of Turkmenistan in development and implementation of the measures and programmes on improving energy efficiency and preventing climate change. Today’s international conference is a symbol of a fruitful cooperation and its results will be used at the national level because the suggested activities have been piloted and imbedded into the nation construction norms,” stated UNDP Permanent Representative in Turkmenistan, Elena Panova.

The goal of the conference was to discuss accumulate experience and perspectives of its further application in Turkmenistan. UNDP project team presented goals and main achievements of the project. National experts shared their experience of work with the project. Invited guests explored the topic of energy efficiency from their respective countries.

“Reducing energy consumption is the goal of the Government of Turkmenistan. State concern “Turkmengaz” worked with UNDP/GEF project to reduce effects of climate change and improve the level of energy efficiency. Experience gained within last five years contributed to promoting the topic of energy efficiency in residential building sector and will help reduce greenhouse gas emission and encourage effective use of energy,” said Deputy Representative of state concern “Turkmengaz”, Atamurad Charyev.

During more than five years of project period, UNDP/GEF together with national partners supported the Government of Turkmenistan in improving of the legal base promoting energy efficiency in construction. Preliminary assessment demonstrates saving of 14%-17% of electric energy and 28%-47% of thermal energy.

In cooperation with state concern “Turkmennebitgazgurlushyk”, UNDP/GEF took part in construction of two pilot building of improved design. Together with hyakimlik of Ashgabat, the project contributed to construction of one typical design pilot building. UNDP/GEF also contributed to reconstruction of three existing typical design buildings together with the Ministry of Communal Services applying energy efficiency norms.

As a result of the international conference, participants outlined plans for continuous cooperation between UNDP and the Government of Turkmenistan in the area of energy efficiency and perspectives of scaling up of the mail achievements of the project.

    Ashgabat, 11 May 2017: The Mejlis (Parliament) of Turkmenistan, the Organization for Security and Cooperation in Europe (OSCE), the United Nations Development Programme (UNDP), the Office of the United Nations High Commissioner for Human Rights (OHCHR) and the United Nations Children’s Fund (UNICEF) held a roundtable discussion on implementing the ‘Law on the Ombudsman’. Following the election of Ms Yazdursun Gurbannazarova as the first Ombudsperson of Turkmenistan in March 2017, the roundtable provided for a venue to discuss international best practices and guiding principles for establishing Turkmenistan’s Office of the Ombudsperson. The Office represents the country’s first National Human Rights Institution and is mandated with the protection and promotion of human rights in Turkmenistan.

    Ashgabat, 10 Мay 2017 –Together with Government of Turkmenistan, UNICEF continues to invest in strengthening the support system for families with children with disabilities. A national team of Early Child Development Specialists from the Education and Health sectors, and Representatives of the Non-Governmental Organizations were exposed to intensive training on early intervention services. The experts were from the Saint-Petersburg Early Interventions Institute, which is a non-government educational organization offering top-notch expertise in the area of early intervention both in Russia and internationally.
